We had our second Clean Lake Initiative meeting on January 28, 2011. In that meeting attendence included three newly elected commissioners and one re-elected commissioner.
The outcome of the meeting: the Commissioners said they would discuss the issue amongst themselves and determine the type of information they would need from the task force in order to move forward. The Commissioners planned to meet in Jefferson City during their annual orientation but due to the snow storm that meeting was cancelled. Once they meet, they will contact us and the task force will research and gather the requested information based on their recommendations.
The goal of the wastewater meetings:
1. To determine if we should form a 4-County Wastewater Task Force
2. To determine the options for onsite septic systems.
Onsite septic systems are individual septic systems on a single lot servicing one home. Many on-site septic sytwems were installed prior to the 1996 on-site septic law regulating these systems. These systems are inadequate for treating wastewater because they were not intended to be used on a full time basis. The combination of the projected population growth of full-time residents and the outdated systems could endanger the future of the water quality of the Lake. It is not a problem today but we need to start planning for the future. 1996 law
The law passed in January 1996 established minimum set-backs for septic systems (Some of which are listed below):
If those requirements, under the new law, could not be met the property owner is required to install an engineered system.
here are links to the onsite sewage law. The applicable sections of statute are 701.025 to 701.059 RSMo. These sections were either amended or added by SB 446 in 1994; some sections have been amended since then. (At the end of each section, are references to the legislation that created and amended that section.)
a booklet containing all of those sections of statute See pages 1 through 8. The booklet also includes the minimum construction standards, which went into effect at the beginning of 1996.

Both of those links and some other general information can be found on the : DHSS website.
Septics in Miller County are administered by the State (i.e. they do not have a local program like Camden and Morgan Counties ). You will need to contact the On-site Sewage Program in Jeff City . Contact info below.
